Preamble:

We, the people of the Dukedom of Go Cong Province, in order to form a more perfect union, establish justice, and promote the common good, do hereby declare and establish this Constitution for the Republic of Go Cong Province. We recognize the Nguyen Dynasty as our sovereign ruler, but also acknowledge the need for a representative government that respects the rights and voices of its citizens.

Article 1: The Republic of Go Cong Province

Section 1: Name and Territory

The name of this republic shall be the Republic of Go Cong Province and its territory shall consist of the lands within the boundaries of the Dukedom of Go Cong Province.

Section 2: Sovereignty

The sovereignty of this republic shall reside in its citizens, who shall exercise it through their elected representatives.

Section 3: Form of Government

The government of the Republic of Go Cong Province shall be a democratic republic, where power is derived from the people and exercised by their elected representatives.

Article 2: Rights and Freedoms

Section 1: Fundamental Rights

All citizens of the Republic of Go Cong Province shall have the following fundamental rights, which shall not be infringed upon by the government or any other entity:

a) The right to life, liberty, and the pursuit of happiness.

b) The right to freedom of speech, press, religion, and peaceful assembly.

c) The right to privacy and protection against unreasonable searches and seizures.

d) The right to a fair trial and due process of law.

e) The right to own property and use it for their own benefit, as long as it does not violate the rights of others.

f) The right to equal protection under the law, regardless of race, gender, religion, or social status.

Section 2: Voting Rights

All citizens of the Republic of Go Cong Province, who are 18 years of age or older, shall have the right to vote in all elections. No restriction shall be placed on the right to vote based on race, gender, religion, or social status.

Section 3: Freedom of the Press

The press shall be free from government interference and censorship. The press shall have the right to report and publish information without fear of punishment, as long as it does not violate the rights of others.

Section 4: Right to Assemble and Protest

All citizens shall have the right to peacefully assemble and protest, as long as it does not violate the rights of others or disrupt the peace and order of society.

Section 5: Freedom of Religion

All citizens shall have the right to practice and worship any religion of their choice, as long as it does not infringe upon the rights of others or go against the laws of the republic.

Article 3: The Three Branches of Government

Section 1: Legislative Branch

The legislative power of the Republic of Go Cong Province shall be vested in the Parliament, which shall consist of two houses: the House of Representatives and the Senate.

a) The House of Representatives shall be composed of members elected by the people for a term of four years. Each representative shall represent a district within the Republic of Go Cong Province, with the number of representatives apportioned according to the population of each district.

b) The Senate shall be composed of members elected by the people for a term of six years. Each senator shall represent the entire territory of the Republic of Go Cong Province, with each dukedom having an equal number of senators.

c) The Parliament shall have the power to make laws, levy taxes, and declare war.

d) The Parliament shall also have the power to impeach and remove the President and other high-ranking officials from office.

Section 2: Executive Branch

The executive power of the Republic of Go Cong Province shall be vested in the President, who shall serve as the head of state and government.

a) The President shall be elected by the people for a term of six years and shall be limited to two consecutive terms.

b) The President shall have the power to veto legislation passed by the Parliament, appoint cabinet members and other high-ranking officials, and serve as the commander-in-chief of the armed forces.

c) The President shall also have the power to grant pardons for offenses against the laws of the republic.

Section 3: Judicial Branch

The judicial power of the Republic of Go Cong Province shall be vested in a Supreme Court and other lower courts established by law.

a) The Supreme Court shall be composed of judges appointed by the President and approved by the Parliament. They shall serve for life or until retirement.

b) The Supreme Court shall have the power of judicial review, to interpret the laws and constitution, and to settle disputes between individuals, the government, and between different levels of government.

c) The lower courts shall have the power to hear and decide cases within their jurisdiction, as established by law.

Article 4: Elections and Electoral Process

Section 1: Freedom and Fairness of Elections

All elections shall be free and fair, with equal opportunity for all candidates to campaign and for all citizens to vote. No undue influence or coercion shall be allowed in the electoral process.

Section 2: Qualifications for Office

To be eligible for election to any office in the Republic of Go Cong Province, a person must be a citizen of the republic, at least 25 years of age, and meet any additional qualifications set by law.

Section 3: Election Procedures

All elections in the Republic of Go Cong Province shall be conducted by secret ballot. The Parliament shall have the power to establish rules and regulations for the conduct of elections.

Section 4: Political Parties

Political parties shall be allowed to form and participate in the electoral process. However, no party shall have a monopoly on power or be allowed to suppress the rights of opposition parties.

Article 5: Amendment Process

This Constitution may be amended by a two-thirds vote of both houses of the Parliament, followed by ratification by a majority of the population through a referendum.

Article 6: Supremacy of the Constitution

This Constitution shall be the supreme law of the land and all other laws and actions shall be in accordance with its provisions.

Article 7: Ratification

This Constitution shall become effective upon ratification by a majority of the population through a referendum.

Conclusion:

We, the citizens of the Republic of Go Cong Province, do hereby establish this Constitution to ensure a government that is of the people, by the people, and for the people. We pledge to uphold and defend these principles and the rights and freedoms enshrined in this Constitution. May this be the foundation of a prosperous and just society for generations to come.
